Educators Voice Support for the Secondary School Innovation Fund Act

Alexandria, VA (05/04/09)—ASCD and its more than 175,000 educator members support legislation introduced by U.S. Senate Majority Leader Harry Reid (D-NV) and Representative Dave Loebsack (D-IA) today that would provide critical resources for innovative secondary school redesign to dramatically raise high school graduation rates. ASCD will work with the congressmen to garner support for the Secondary School Innovation Fund Act on Capitol Hill by advocating for its enactment and inclusion in the eventual reauthorization of the Elementary and Secondary Education Act. 

"Over one million students fail to graduate each year, jeopardizing their futures and costing our economy billions of dollars in lost wages," said ASCD Executive Director Gene R. Carter. "ASCD is gratified that members of Congress recognize the importance of high school redesign. In particular, high school redesign that is grounded in efforts of school leaders to provide the necessary academic supports and vital comprehensive services that meet the needs of the whole child and lead to successful high school graduates."

The Secondary School Innovation Fund Act would provide competitive grants for innovative models and programs in our nation's middle and high schools that improve student achievement and prepare students for success in postsecondary education and the workforce. Specifically, the legislation would

  • Expand on the success of emerging models like multiple pathways to graduation, early college high schools and dual enrollment, and early warning intervention systems.

  • Support a variety of secondary school strategies such as personalization, improved transitions and alignment, expanded learning time, postsecondary and work-based learning opportunities, and a rigorous curriculum aligned with postsecondary education and the workforce.

  • Provide resources for high-quality research and evaluation to ensure funding is leveraged for programs with a proven track record in raising student achievement.

ASCD has been a chief supporter of the Secondary School Innovation Fund Act from the beginning. The association helped craft the original version of the bill, known as the GRADUATES Act, first introduced in 2007. Moreover, ASCD members made innovative high school redesign a priority in the 2009 ASCD Legislative Agenda. Last year, ASCD presented Senator Reid and Representative Loebsack with Whole Child Leadership Awards to recognize their support of high school redesign and their leadership to ensure each student is healthy, safe, engaged, supported, and challenged.
