American Recovery and Reinvestment Act

The landmark $787 billion American Recovery and Reinvestment Act (ARRA) includes an unprecedented investment in children and schools. Securing these resources for education was a tremendous victory. Now, it is vitally important to demonstrate the benefit of these historic investments in education.

We have provided the resources below to illustrate the state allocations under the ARRA and help you understand the law's education components. We will update this page to reflect the latest information available.

Department of Education Guidance on the Use of ARRA Resources

Summary of Major Education Funding in the ARRA (PDF): This summary provides a breakdown of education stimulus funding for Title I, IDEA, the State Fiscal Stabilization Fund, the Innovation Fund, and Education Technology State Grants. Each section includes examples of potential state and local activities eligible for funding.

State Aid for Education: The following tables show state allocations under the ARRA based on data from the U.S. Department of Education.

  • Table 1 (PDF) includes Title I, IDEA, and education-related funding in the State Fiscal Stabilization Fund.
  • Table 2 (PDF) includes Educational Technology State Grants, IDEA Preschool Grants, and IDEA Grants for Infants and Families.

Explanation of the State Fiscal Stabilization Fund (SFSF): The ARRA provides a total of $48.3 billion for education grants to states. This explanation indicates how that money is to be used. It also provides a description of the $5 billion State Incentive Grants and Innovation Fund, which the secretary of education is required to reserve for incentives to states that have made "significant progress" in meeting certain requirements of the State Fiscal Stabilization Fund.

Department of Education Stimulus Resources: School Modernization: This resource page helps schools determine how they can use SFSF dollars under the ARRA. The law specifies that schools must use the funding for modernization, renovation, and repair, and the page provides guidance on how to plan for these projects.
